Switch PostgreSQL container to use pgautoupgrade (#4892)

* Switch PostgreSQL container to use pgautoupgrade

This handles automatically upgrading the data files to newer versions of PostgreSQL.

* Fixing other uses of postgres:16-alpine image.

* Simplifying upgrade scripts.
