Add `DiffCleanupSemantic` into the mix when generated diffs (PR review,
commit view and issue/comment history). This avoids trying to produce a
optimal diff and tries to reduce the amount of edits, by combing them
into larger edits, which is nicer and easier to 'look at'. There's no
need for a perfect minimal diff, as the output isn't being parsed by a
computer, it's parsed by people.

Since `modules/context` has to depend on `models` and many other
packages, it should be moved from `modules/context` to
`services/context` according to design principles. There is no logic
code change on this PR, only move packages.

- It's possible that `canSoftDeleteContentHistory` is called without
`ctx.Doer` being set, such as an anonymous user requesting the
`/content-history/detail` endpoint.
- Add a simple condition to always set to `canSoftDelete` to false if an
anonymous user is requesting this, this avoids a panic in the code that
assumes `ctx.Doer` is set.
- Added integration testing.

As discussed in #22847 the helpers in helpers.less need to have a
separate prefix as they are causing conflicts with fomantic styles
This will allow us to have the `.gt-hidden { display:none !important; }`
style that is needed to for the reverted PR.
Of note in doing this I have noticed that there was already a conflict
with at least one chroma style which this PR now avoids.
I've also added in the `gt-hidden` style that matches the tailwind one
and switched the code that needed it to use that.

Remove two unmaintained vendor packages `i18n` and `paginater`. Changes:
